California Counties have extra cash to spend on Mental Health

A state audit released on Tuesday, found several California counties sitting on money from a tax fund that should be spent on providing mental health services.  The amount unspent exceeds what is recommended for budget shortfalls. Yet, there is a looming shortage of mental health professionals in the state.
