An Advocate’s Guide to Medi-Cal Services

NHeLP’s updated 2022 Medi-Cal Services Guide provides California advocates important guidance and explanation on what services and benefits are covered through California’s Medi-Cal program.

California’s Medi-Cal program provides free or low-cost health care coverage to more than 14 million low-income adults, families with children, seniors, persons with disabilities, pregnant women, children in foster care, and former foster youth up to age 26. Medi-Cal, like other Medicaid programs, covers a wide range of health services which, taken together, are intended to provide a comprehensive package of health care services from infancy to end of life.

This updated guide focuses on key changes the Medi-Cal program has undergone in recent years. In particular, relevant chapters now emphasize policy changes implemented pursuant to the California Advancing and Innovating Medi-Cal (CalAIM) initiative, including a new chapter on Case Management and Community-Support Services, which provides insight on new services that have become widely available through implementation of CalAIM. There is also a new addendum summarizing Medi-Cal’s telehealth policy in light of changes adopted during the COVID-19 pandemic.

For COVID-19 pandemic specific guidance, please refer to the Accessing Medi-Cal Services During COVID-19 Public Health Emergency (last updated March 2022).
