His legacy includes partnerships with the <a href=\"https:\/\/www.ndrn.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">National Disability Rights Network<\/a> and unparalleled contributions to ensuring access to public benefits and Medicaid&#8217;s response to the HIV\/AIDS crisis. The Health Consumer Alliance and our partners statewide praise his integrity and commitment to justice.
