You may need to take action <span style=\"text-decoration: underline;\">today<\/span> to keep your Medi-Cal. You can also complete your renewal online. <\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>Sign up for free renewal info<\/strong> and reminders at\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><a href=\"http:\/\/www.KeepMediCalCoverage.org\" target=\"_blank\" rel=\"noreferrer noopener\">KeepMediCalCoverage.org<\/a> <\/li>\n\n\n\n<li class=\"has-medium-font-size\"><a href=\"https:\/\/www.dhcs.ca.gov\/Pages\/Mantenga-Su-Medi-Cal.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">MantengaSuMediCal.org<\/a><\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>Check your mail<\/strong> for a Medi-Cal renewal packet arriving in a <strong>new yellow envelope<\/strong>! \n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>Return <\/strong>the information <strong>promptly <\/strong>so the county has plenty of time to process it.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>Watch <\/strong>your phone, email and mail for any other requests from your county. \n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>Respond <\/strong>quickly with what they need to process your renewal.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>Ask your county to accept<\/strong> your renewal information by phone. \n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">New rules allow them to accept your &#8220;sworn statement&#8221; and income information by phone, if you cannot turn in paperwork in time. <\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>Find <\/strong>your county&#8217;s <a href=\"http:\/\/dhcs.ca.gov\/COL\" target=\"_blank\" rel=\"noreferrer noopener\">phone number here<\/a>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>Did you receive a Notice of Action<\/strong> that your Medi-Cal will end? \n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>To keep your coverage<\/strong>, <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/Pages\/Medi-CalFairHearing.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">request a Fair Hearing<\/a> <strong>before the end of the month.<\/strong> \n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>Medi-Cal must stay active until your hearing is resolved.<\/strong><\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>If you have SSI<\/strong> &#8211; you can get and keep your Medi-Cal by qualifying for SSI and completing your <a href=\"https:\/\/www.ssa.gov\/ssi\/text-redets-ussi.htm\" target=\"_blank\" rel=\"noreferrer noopener\">SSI redetermination<\/a>. \n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>Report updated contact information<\/strong> to the Social Security Administration by calling (800) 772-1213 or visiting <a href=\"https:\/\/www.ssa.gov\/locator\/\" target=\"_blank\" rel=\"noreferrer noopener\">your local office<\/a>.<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>If you were or are pregnant<\/strong> &#8211; Inform the county about your pregnancy (no matter how it ended). \n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">This will help you <a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/05\/Renewals-full-breadth-12-month-post-pregnancy-5-8-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">keep Medi-Cal for one full year<\/a> after your pregnancy ends.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n\n\n\n<p class=\"has-text-align-center has-black-color has-text-color has-background has-link-color has-medium-font-size wp-elements-8a0a0319993c7ec15c897cdce9ab8995 wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 5%,rgb(169,184,195) 100%)\"><strong>Do You Need help<\/strong> with your annual renewal? When they turned 26 during COVID, Medi-Cal protections did not allow counties to discontinue full-scope eligibility. Fortunately, Medi-Cal expanded to cover all ages regardless of immigration status starting on January 1, 2024.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">To help young adults turning 26 during COVID to keep their full-scope Medi-Cal, DHCS delayed their annual renewals to January 2024 and later &#8212; when there is no longer an exclusion to full-scope Medi-Cal for <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Pages\/Adult-Expansion.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">people ages 26 to 49<\/a>. These young adults <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I22-34.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">renewed their full-scope<\/a> Medi-Cal between January and May 2024.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-large-font-size\" style=\"font-style:normal;font-weight:700\">Medi-Cal No Longer Counts Assets or Property for Renewals<\/h4>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Good news! Starting with Medi-Cal renewals in 2024, assets and property <span style=\"text-decoration: underline;\">do not count<\/span>. Some people who are age 65 and older, or disabled, used to have to keep their assets below a set limit. But not anymore!<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">During Medi-Cal renewals, this means you should not have to submit any proofs or information about bank accounts, retirement accounts, property, or any other assets. And you can save money for the future!<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Medi-Cal renewal forms and letters were updated to remove requests for asset and property information, except when the county needs to verify any income-producing asset. People who are age 65 or older, or disabled, do not need to report asset and property information during Medi-Cal renewals. <strong>Questions? Below is a timeline of the process that must be followed for a typical renewal. If any of the steps are missed, the Medi-Cal beneficiary has a right to keep their coverage active until the county completes each step. <\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-c3c83040d455ba89e19513fb874fc4b9 wp-block-paragraph\">For renewals during the unwinding period that ended in May 2024, use this <a href=\"https:\/\/www.dhcs.ca.gov\/Documents\/PHE-UOP\/Appendix-A.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>Eligibility Visual Sequencing Map<\/strong><\/a> (also <a href=\"https:\/\/www.dhcs.ca.gov\/Documents\/PHE-UOP\/Appendix-A.pdf\"><strong>linked here<\/strong><\/a>) that shows the processing period for each renewal month, which can be found in the <a href=\"https:\/\/www.dhcs.ca.gov\/Documents\/PHE-UOP\/Medi-Cal-COVID-19-PHE-Unwinding-Plan.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>MEDI-CAL COVID-19 PUBLIC HEALTH EMERGENCY<br>AND CONTINUOUS COVERAGE OPERATIONAL UNWINDING PLAN<\/strong><\/a> (also <a href=\"https:\/\/www.dhcs.ca.gov\/Documents\/PHE-UOP\/Medi-Cal-COVID-19-PHE-Unwinding-Plan.pdf\"><strong>linked here<\/strong><\/a>) provided by DHCS. <\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>For a renewal due in June 2024:<\/strong><\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\"><strong>Before this renewal is due in June<\/strong> <strong>2024<\/strong>: \n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-6d5832e7de031ade33a0cc8bbc157b38\">The beneficiary <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I20-25.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">has a right<\/a> <\/strong>(<strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I20-25.pdf\">link<\/a><\/strong>) to keep their Medi-Cal eligibility active unless they die, move out of state, or request a voluntary disenrollment. <\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-bdaedf4bfe3d39cce0a7581261013a68\">Between March 2020 and May 2024, all renewal information submitted (including change reports) were only processed if they resulted in <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/21-16.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>a positive action<\/strong><\/a> (<strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/21-16.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a><\/strong>), like lowering a share of cost or moving to full-scope eligibility. Counties never stopped sending annual renewal forms during the pandemic. \n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-9d0c02183b5086ca819a25338a4eea4c\">But any information reported earlier (including renewals in 2020, 2021, and 2022) that would have normally resulted in a negative action <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-18.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>were not be processed<\/strong><\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-18.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>link<\/strong><\/a>). \n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-9d0d6deb45b865ff8a9f5835b6cc4d17\">All that matters now is that the beneficiary reports current information for the renewal due in June 2024.<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n<\/ul>\n<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-d06f018434fb5e153552ca5110a13898\"><strong>April 7: <\/strong>The county must attempt to renew Medi-Cal automatically &#8211; <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-33.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong><em>ex parte<\/em><\/strong><\/a> &#8211; (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-33.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>link<\/strong><\/a>) by looking to all of the information it already has on file. If Medi-Cal is renewed automatically, the county must send a letter saying coverage has been renewed for another year. That beneficiary&#8217;s renewal is complete.<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-c55a530d6fab7309f4dffb0b55d9727c\"><strong>April 19:<\/strong> If Medi-Cal is not renewed automatically, the county must mail a renewal packet (forms MC 210 RV, MC 216, and MC 217 <a href=\"https:\/\/www.dhcs.ca.gov\/formsandpubs\/forms\/Pages\/MCEDFormsMC200.aspx\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>in threshold languages<\/strong><\/a> (<strong><a href=\"https:\/\/www.dhcs.ca.gov\/formsandpubs\/forms\/Pages\/MCEDFormsMC200.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a><\/strong>) with <a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/03\/Final_Medi-Cal-Renewal-Packet-Insert-003.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>this special insert<\/strong><\/a> in English\/Spanish (<strong><a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/03\/Final_Medi-Cal-Renewal-Packet-Insert-003.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a><\/strong>). To avoid a Medi-Cal cutoff, the beneficiary must return the requested information before the end of their renewal due month. They can turn in the information by phone, internet, mail or in person.<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-db98b03be2b73830f2fecc55bf81b514\"><strong>May 15:<\/strong> If the county has not received the beneficiary&#8217;s renewal information, it must mail a <a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/03\/CSF-164_MC-REMINDER-NOTICE.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>reminder notification<\/strong><\/a> (<strong><a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/03\/CSF-164_MC-REMINDER-NOTICE.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a><\/strong>).<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-0f654daac395de722f7fcc39f4ca53e9\"><strong>June 2: <\/strong>If the county has not received the beneficiary&#8217;s renewal information, it must send a <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I22-01.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>second reminder<\/strong><\/a> (<strong>link<\/strong>). Counties can call, email, or text beneficiaries. Most counties will probably send the <a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/03\/CSF-164_MC-REMINDER-NOTICE.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>same reminder notification<\/strong><\/a> (<strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I22-01.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a><\/strong>) a second time.<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>June 20:<\/strong> If the county has not received the beneficiary&#8217;s renewal information, it must send a notification terminating Medi-Cal.<\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>July 1: <\/strong>If the county has not received the beneficiary&#8217;s renewal information, Medi-Cal ends on this date (the day after the renewal due month). <\/li>\n\n\n\n<li class=\"has-medium-font-size\"><strong>Until the end of September: <\/strong>For 90 days after the Medi-Cal cutoff, the beneficiary can provide information needed to renew. The county must accept the information and promptly process the renewal. If Medi-Cal can be renewed, it restores eligibility back to July 1.<\/li>\n<\/ul>\n\n\n\n<p class=\"has-background has-medium-font-size wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 46%,rgb(169,184,195) 96%)\"><strong>Case Example<\/strong><br>Rebeca received her annual renewal forms in August 2020, August 2021, and August 2022. In her 2020 renewal, she reported that she had lost her job at Target. Then in her August 2021 renewal, she reported that she started working for Amazon. With her August 2022 renewal, she reported she had quit Amazon and was working for the local school district at an income three times as high as her Target income.<br><br>Even though Rebeca was likely over income for Medi-Cal in August 2022, the county should not have processed her renewal because it would have ended her coverage. With her August 2023 renewal, Rebeca should report her job and income at that time. If it is still too high for Medi-Cal, the county should transfer her to Covered California for continued coverage. <\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-9b40a06a88e8e41b894e29aeb7fc8a4b wp-block-paragraph\">Renewals are <strong><a href=\"https:\/\/www.dhcs.ca.gov\/Documents\/PHE-UOP\/Appendix-A.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">spread out over the year<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/Documents\/PHE-UOP\/Appendix-A.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> &#8211; not everybody has their renewal due in the same month. You can adjust the timeline above to match the specific renewal &#8220;due month&#8221; for any person. Most people will renew during their regular annual renewal month, but some people renewed earlier when:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-f42207b8795114fad1666287f4638829\">A young adult without immigration status turned age 26 since March 2020 <strong>(<a href=\"https:\/\/healthconsumer.org\/covid19\/#YAE-expansion\" target=\"_blank\" rel=\"noreferrer noopener\">link to more information here<\/a>)<\/strong>; or<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-9b18d4288a8df4d0de497b844663416b\">The county processed somebody&#8217;s CalFresh recertification, that means they can also process the Medi-Cal renewal <strong>(link to see <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">county questions, topic B<\/a>)<\/strong>; or<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-157bef881aebc8106acd4ef15a95d24a\">The county received a reported change in circumstance that results in a positive change, then they completed a full Medi-Cal renewal even if it meant a negative action for another member of the household (<strong>see link to <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-18.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">ACWDL 22-18 page 9<\/a>, <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">county questions, topic C<\/a>)<\/strong>.<\/li>\n\n\n\n<li class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-5efb1446f09d12fe2e7a4280191b478f\">During COVID, DHCS took action in the state database <strong>(<a href=\"https:\/\/www.dhcs.ca.gov\/provgovpart\/Pages\/DHCS-IT-Systems-and-Projects.aspx\" target=\"_blank\" rel=\"noreferrer noopener\">link to information for MEDS<\/a>)<\/strong> to keep Medi-Cal active because the county computer system <strong>(<a href=\"https:\/\/www.calsaws.org\/\" target=\"_blank\" rel=\"noreferrer noopener\">link to CalSAWS<\/a>)<\/strong> erroneously assessed a share of cost (SOC) or erroneously terminated coverage <strong>(<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-18.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link to ACWDL 22-18 pages 11-12<\/a>)<\/strong>; or<\/li>\n\n\n\n<li class=\"has-medium-font-size\">The person lost SSI eligibility, so the county <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-10.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">must evaluate them<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-10.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> for all types of Medi-Cal.<\/li>\n<\/ul>\n\n\n\n<h4 class=\"wp-block-heading has-black-color has-text-color has-link-color has-large-font-size wp-elements-1d61ab3317ea04c8c8a2f3044a17c4cb\" id=\"benefitscal\">How to Use <a href=\"https:\/\/benefitscal.com\/\" target=\"_blank\" rel=\"noreferrer noopener\">BenefitsCal<\/a> to Complete a Renewal<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-2d585c1a1f4f7a98439f4d75e0a59313 wp-block-paragraph\"><a href=\"https:\/\/benefitscal.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>BenefitsCal.com<\/strong><\/a> (<a href=\"https:\/\/benefitscal.com\/\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>link<\/strong><\/a>) is the statewide website that you can use to manage your Medi-Cal eligibility. They call this a &#8220;self-attestation.&#8221; You can simply write your income on your renewal form, and then sign it and turn it in. You can also tell the county your income when you do your renewal online, or by phone. Then the county must accept this &#8220;attestation&#8221; as proof of your income and not ask for paystubs or other proofs. This<strong> <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-49E.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">special rule<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-49E.pdf\">link<\/a>)<\/strong> started on October 1, 2023.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"reasonableexplanation\">Prove Income by &#8220;Reasonable Explanation&#8221;<\/h4>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">When an automatic renewal is not possible, it&#8217;s likely because electronic data showed that a beneficiary&#8217;s income was too high. When this happens, a beneficiary can simply provide a <strong>&#8220;<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/ACWDL22-22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">reasonable explanation<\/a>&#8221; (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/ACWDL22-22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> of their actual income.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">What is a &#8220;reasonable explanation&#8221;? It can be anything that explains why the beneficiary&#8217;s actual income is correct, and the higher electronically reported income is not. <\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">For example:<\/p>\n\n\n\n<ul class=\"wp-block-list\">\n<li class=\"has-medium-font-size\">&#8220;I lost my job&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;My hours went down&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;It was seasonal income&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;My income changes monthly&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;My wages were only high because I get paid by commission&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;I got married \/ divorced&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;I am a victim of identity theft \/ natural disaster&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;I am a survivor of domestic violence&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;I am homeless&#8221;<\/li>\n\n\n\n<li class=\"has-medium-font-size\">&#8220;I do not file taxes or haven&#8217;t filed yet&#8221;<\/li>\n<\/ul>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-860f18cf200f35a41c6dae080b3b641c wp-block-paragraph\">Beneficiaries can submit their reasonable explanations by phone, mail, internet, and in person. Counties must accept these explanations instead of asking for other income proofs. Explanations can be verbal and <strong>do not need to be signed<\/strong> under penalty of perjury. An <strong><a href=\"https:\/\/www.dhcs.ca.gov\/formsandpubs\/forms\/Forms\/DHCS-7103.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">optional form<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/formsandpubs\/forms\/Forms\/DHCS-7103.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> can be used. Counties <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">must accept<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>) any <\/strong>reasonable explanation that &#8220;resolves or explains the income discrepancy.&#8221;<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-29baf65a30f68fc821181685632f6c4f wp-block-paragraph\">During annual renewal, the county <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/ACWDL22-22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">must offer<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/ACWDL22-22.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> the option to provide a reasonable explanation by phone and by adding instructions to any mailed requests for verification. If somebody is not provided this basic information about reasonable explanations, they can ask the county to accept it anyway.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-90e3aceebcf233896ebbd09c8e5b1d1e wp-block-paragraph\"><strong>Note: <\/strong>Current <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">state policy<\/a> -Topic F.5. (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>) <\/strong>excludes people who do not have social security numbers (SSN) and does not allow them to provide reasonable explanations. But counties should have ways to check electronic data even for people without SSNs, so you should ask them to accept reasonable explanations.<\/p>\n\n\n\n<p class=\"has-background has-medium-font-size wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 61%,rgb(169,184,195) 100%)\"><strong>Case Example<\/strong><br>Rebeca submits her annual renewal with her Social Security award letter showing her $1,500 income. For two months in the summer of 2022, Rebeca had approximately $2,000 in temporary income with the YMCA but did not have paystubs to send to the county. When the county reviews the electronically reported income, it sees the YMCA earned income. The county should call Rebeca and request a reasonable explanation. Rebeca can simply explain that her YMCA income was temporary, and her Social Security is her only current income. The county must then consider her income verified, and request no further income proofs.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"affidavits\">Sworn Statements (Affidavits)<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-b57416ff5715aa508c66a56d2316ced6 wp-block-paragraph\">Instead of turning in proofs, beneficiaries can submit sworn statements (affidavits) to prove all eligibility criteria except for social security number (if reported) and immigration status. (22 CCR \u00a7 50167 and <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Article4-ApplicationProcess.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">DHCS MEPM Section 4M<\/a>) (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Article4-ApplicationProcess.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>. In 2021, DHCS clarified that counties must accept <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/21-12.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sworn statements online and by phone<\/a> <\/strong>(<strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/21-12.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a><\/strong>) during application and renewal.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Counties may not offer the sworn statement option. Or they might not accept it when you try. You can remind counties that you need to submit the sworn statement because you have no way to get any other proof. Then the county must accept it as sufficient.<\/p>\n\n\n\n<p class=\"has-background has-medium-font-size wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 64%,rgb(169,184,195) 100%)\"><strong>Case Example<\/strong><br>The county asks Rebeca to submit proof that her temporary YMCA job ended in summer 2022. Rebeca has only two weeks until her renewal month ends, and she cannot get in touch with the YMCA in time. She tried calling twice, and the YMCA could not help her get a letter. Because Rebeca has no other way to get the proof, the county must accept her sworn statement that her job ended in summer 2022.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"reasonablecompatibility\">Reasonable Compatibility for Income<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-6321112efa2d75f705c3be91fb305b62 wp-block-paragraph\">Under <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-17.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">reasonable compatibility rules<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/22-17.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>, Medi-Cal can automatically verify income even when electronic data shows that income is above Medi-Cal&#8217;s income limits. Income will auto-verify when a beneficiary attests that their income is below Medi-Cal&#8217;s limits, <strong>and <\/strong>electronic data shows income is below 20% higher than Medi-Cal&#8217;s limits.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">For example, 20% higher than 138% FPL is 165.6% FPL. That means if a beneficiary&#8217;s case file already shows income below 138% FPL, the electronic data can show income up to 165.6% and the income will auto verify! Note we will rarely know that these rules were used or not used for a renewal since it happens automatically in the county&#8217;s computer system. If you think the county did not properly apply these rules, you can ask for them to use them or prove to you that they did.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Note:<\/strong> These 20% reasonable compatibility rules will help more people auto-verify their income through at least December 2024. After then, DHCS may reduce it to 10%.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\"><strong>Important:<\/strong> DHCS declined to adopt these beneficiary-friendly rules for aged and disabled people with non-MAGI Medi-Cal. <\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"zeroincome\">No Proofs Needed for Income at or Below 100% FPL<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-ef2d65a123123730a20c400ee8b83287 wp-block-paragraph\">People with income at or below 100% federal poverty level (FPL) should <span style=\"text-decoration: underline;\">not<\/span> have to prove their income. For all renewals through at least December 2024, DHCS has <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-21.pdf\" target=\"_blank\" rel=\"noreferrer noopener\"><strong>special rules<\/strong><\/a> (<strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-21.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a><\/strong>) that allow people to auto-verify their income at or below 100% FPL when (1) their last renewal or application verified their income, (2) electronic data do not include income information, and (3) there is no conflicting case information about income.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">This means that people will still be mailed Medi-Cal renewal packets and will need to attest that they still have income at or below 100% FPL. Then, counties manually check to make sure there is no conflicting case information (like an earlier report of income). If there is no conflict, then counties must auto-verify the income without requesting further proofs.<\/p>\n\n\n\n<p class=\"has-text-align-left has-background has-medium-font-size wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 71%,rgb(169,184,195) 100%)\"><strong>TIP<\/strong>: For anybody at or below 100% FPL who is asked for income proofs &#8211; first ask the county if it can auto-verify the income (instead of needing proof).<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"stablesource\">No Proofs Needed for Stable Sources of Income (like Social Security)<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-280ca4f9e8905d66a631cb466d3f9510 wp-block-paragraph\">Starting August 1, 2023, people who have only <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-42.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">stable sources of income<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-42.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> do not need to prove or report their income during their annual renewals through at least December 2024.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">This means that counties should automatically verify (without asking for information or proofs) all stable sources of income, including Social Security, pensions, retirement income (annuities, deferred compensation), disability payments (worker&#8217;s compensation and private sources), alimony, child support, and fixed distributions of dividends\/interest and annuities.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">It is still mandatory to report and prove non-stable sources of income, like employment income.<\/p>\n\n\n\n<p class=\"has-text-align-left has-background has-medium-font-size wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 79%,rgb(169,184,195) 100%)\"><strong>TIP<\/strong>: For anybody with a stable source of income (full list above), counties should not ask for information or proof of that income. If a renewal is not being processed because of a missing proof of a stable income source, ask the county to auto-verify the income under this &#8220;stable sources of income waiver.&#8221;<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"assets\">No More Asset &amp; Property Limits!<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-8613f90925c954b2e77774a9d2b32a58 wp-block-paragraph\">The Medi-Cal asset limits were <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Eligibility-and-Enrollment-Plan-Asset-Test-Changes-for-Non-MAGI-MC.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">eliminated in January 2024<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Eligibility-and-Enrollment-Plan-Asset-Test-Changes-for-Non-MAGI-MC.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>, so counties <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-19.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">must renew<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-19.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> non-MAGI Medi-Cal eligibility <strong>without <\/strong>requesting updated asset and property information. For renewals due before June 2024, counties must look at the asset and property information already in the case file and disregard any asset changes since the last Medi-Cal eligibility determination. This means that counties should not request any asset information or proofs during annual and change-in-circumstance renewals, including moves from MAGI to non-MAGI, and into Long-Term Care (LTC) &#8211; see <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">county questions, section J<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/Documents\/Continuous-Coverage-County-Support-Call-QnA.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>.<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">Today, there is only one exception when counties may ask for asset information: to determine any countable income from income-producing assets. For example, with net income from property (22 C.C.R. \u00a7 50508), people may need to report information about any real property they own and any net income. Note this only means the countable <strong>income <\/strong>(not property value) may be considered.<\/p>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-1a9e825a71f7c66905ca5464834a8be7 wp-block-paragraph\">People can complete their renewals without reporting any asset information, except when the county asks for income-producing asset information. That means they can leave the property sections blank. Starting in June 2023, DHCS mailed <strong><a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/06\/Medi-Cal-Mailer-with-JVR-June-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">this flyer<\/a> (<a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/06\/Medi-Cal-Mailer-with-JVR-June-2023.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> to all Medi-Cal households (as part of the regularly quarterly mailings). It says: &#8220;No need to send proof of non-income assets or property such as bank statements and car registrations.&#8221;<\/p>\n\n\n\n<p class=\"has-text-align-left has-background has-medium-font-size wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 76%,rgb(169,184,195) 100%)\"><strong>Case Example<\/strong> <strong>&#8211; Rebeca<\/strong><br>Rebeca has a $1,500 Wells Fargo checking account in her Medi-Cal case file from her last renewal completed in 2019. Rebeca submits her renewal information, with a new $3,000 Chase checking account.<br><br>The county <strong>must<\/strong> verify Rebeca&#8217;s assets automatically without requesting any information or proofs. They must look only at the $1,500 Wells Fargo checking account already in the file. The county cannot even ask for information about the Chase account. Rebeca&#8217;s renewal should be approved, assuming she meets all other eligibility requirements!<\/p>\n\n\n\n<p class=\"has-text-align-left has-background has-medium-font-size wp-block-paragraph\" style=\"background:linear-gradient(135deg,rgb(238,238,238) 72%,rgb(169,184,195) 100%)\"><strong>Case Example<\/strong> <strong>&#8211; Renato<\/strong><br>Renato has a $1,500 Bank of America checking account in his Medi-Cal case file from his last renewal completed in August 2019. When Renato submits his renewal information in August 2023, he reports the same checking account. Then in November 2023, Renato reports a change: a new $1,000 savings account.<br><br>For both the August 2023 annual renewal and the November 2023 change-in-circumstances renewal, the county <span style=\"text-decoration: underline;\">must<\/span> verify Renato&#8217;s assets automatically without requesting any information or proofs. They must look only at the $1,500 Bank of America checking account already in the file. The county cannot even ask for information about the savings account. Renato&#8217;s renewals should be approved, assuming he meets all other eligibility requirements!<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"SSI\">Renewals for People with SSI<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-876c1b3169940a32ddc631bf35756287 wp-block-paragraph\">People who have SSI (Supplemental Security Income) get Medi-Cal automatically. They do not follow the same renewal rules as people who have only Medi-Cal. But when a person loses their SSI, they <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/c07-24.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">must be evaluated<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/c07-24.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> for all other Medi-Cal eligibility categories. During COVID, people losing SSI were placed in a special &#8220;hold&#8221; status. Counties reevaluated those people for other Medi-Cal eligibility <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-10.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">starting in April 2023<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-10.pdf\">link<\/a>)<\/strong>.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"CalWORKs\">Renewals for People with CalWORKs<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-a054066eb414d472db51cb1bea82d61a wp-block-paragraph\">People who receive CalWORKs have Medi-Cal automatically, as long as they remain eligible for CalWORKs. To keep their Medi-Cal and CalWORKs, people complete <strong><a href=\"https:\/\/lsnc.net\/self-help\/calworks\/what-do-i-need-do-stay-calworks\" target=\"_blank\" rel=\"noreferrer noopener\">CalWORKs semi-annual reports<\/a> (<a href=\"https:\/\/lsnc.net\/self-help\/calworks\/what-do-i-need-do-stay-calworks\">link<\/a>)<\/strong> (<span style=\"text-decoration: underline;\">not<\/span> the regular Medi-Cal renewals described on this page).<\/p>\n\n\n\n<p class=\"has-medium-font-size wp-block-paragraph\">When CalWORKs eligibility ends, some people have the right to keep Medi-Cal coverage for<strong> <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/21-27.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">up to one year<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/21-27.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>. Transitional Medi-Cal (TMC) is available to parents, caretaker relatives, pregnant people, and children who are enrolled in either MAGI or CalWORKs-linked aid codes. It&#8217;s only available when CalWORKs ends due to increased employment income, loss of earned income disregards, or increased employment hours.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"CalFresh\">Renewals for People with CalFresh<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-0551896a7d2031aaeec57d3f259ac89f wp-block-paragraph\">People who turn in their CalFresh semi-annual reports (SAR 7) can get their Medi-Cal renewed without taking any further action &#8211; <strong>see <a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-40.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">county questions, topic B<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-40.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>. Counties may use the information in the SAR 7 to <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-40.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">renew Medi-Cal<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-40.pdf\">link<\/a>)<\/strong> for another 12 months, even if that happens before the person&#8217;s annual renewal date. Counties can only use the CalFresh SAR 7 to <em>continue <\/em>Medi-Cal eligibility. They <strong>cannot <\/strong>use it to discontinue Medi-Cal, assess a share of cost, or increase a share of cost amount.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"YAE-expansion\">Young Adult Expansion (Up to Age 26) Renewals<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-03c17ab4cbd00b0e6d47c16a690f5911 wp-block-paragraph\">Young adults turning 26 during COVID had their Medi-Cal renewals <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I22-34.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">delayed to 2024<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I22-34.pdf\">link<\/a>)<\/strong> so they could keep their full-scope Medi-Cal under the age 26-49 expansion. For young adults with any non-MAGI person in their household, they renewed in January 2024. For all other young adults, they will renewed between February and May 2024. After then, they all renew during their regular annual renewal months.<\/p>\n\n\n\n<h4 class=\"wp-block-heading has-medium-font-size\" id=\"MSPs\">Medicare Savings Program (MSP) Restorations<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-a385a7a6acbda587d68cebe1104a5409 wp-block-paragraph\">During the pandemic, federal law required people to keep their Medicare Savings Program (MSP) eligibility, including Qualified Medicare Beneficiary (QMB) status. But some people may have been erroneously downgraded from QMB to SLMB or QI. In February 2023, DHCS told counties to <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-07.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">restore all original MSP eligibility<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-07.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>. This includes <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-18.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">retroactive restorations<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-18.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong> back to March 2020. If you are owed a reimbursement, this may take several weeks, but it will be reimbursed to you in the same way you receive your usual SSA payment. Medicare premium refunds <strong>do not count<\/strong> as income for Medi-Cal eligibility. DHCS <strong><a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/05\/MSP-Reinstatement-Outreach-Letter.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">sent mailers<\/a> <\/strong>(<strong><a href=\"https:\/\/healthconsumer.org\/wp\/wp-content\/uploads\/2023\/05\/MSP-Reinstatement-Outreach-Letter.pdf\">link<\/a><\/strong>) to all people who were impacted.<\/p>\n\n\n\n<h4 class=\"wp-block-heading\" id=\"MSE\">Waiver of &#8220;Medical Support Enforcement&#8221; Rules (for Kids &amp; Parents)<\/h4>\n\n\n\n<p class=\"has-black-color has-text-color has-link-color has-medium-font-size wp-elements-8c1a073d7c364d810569a3631018d94b wp-block-paragraph\">To get and keep Medi-Cal, most children are required to report and identify their parents. This allows counties and the state to investigate whether any parent can provide health coverage (medical support enforcement). This allows Medi-Cal to be a secondary payor. Normally this creates a paperwork burden on applicants and beneficiaries. From August 1, 2022, through at least December 2024, these rules are <strong><a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-44.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">suspended<\/a> (<a href=\"https:\/\/www.dhcs.ca.gov\/services\/medi-cal\/eligibility\/letters\/Documents\/I23-44.pdf\" target=\"_blank\" rel=\"noreferrer noopener\">link<\/a>)<\/strong>.
