The Health Consumer Alliance currently has partners in thirteen California counties: Alameda, El Dorado, Fresno, Los Angeles, Orange, Placer, Sacramento, San Diego, San Francisco, San Mateo, and Yolo. 	HICAP - counseling on basic Medicare issues throughout California.
	Protection & Advocacy System - provides protection of the rights of persons with disabilities through legally based advocacy
